If you suspect child abuse and neglect, you have a responsibility and a legal duty to report it. You do not need to have proof to report suspected abuse.
Under Ontario's Child, Youth and Family Services Act, every person — not just professionals — is legally required to report any reasonable suspicion that a child is or may be in need of protection. This duty cannot be delegated to anyone else. When in doubt, make the call. Reporting in good faith is always the right thing to do, even if your concern turns out to be unfounded.
